In a world dominated by 5 empires racing for ultimate control, you play as a secret society gambling on their winning horse.  The game runs in four phases that start with players choosing which empire councils to send agents to. Then, the empires take action, during which time players can use cards in an attempt to affect the outcome.  Players then clean up their card hands, and, finally, determine whether to swap loyalties based on the outcome of the round - all of which happens four times before the game ends and the winner is determined!
