You and your fellow dogs are on a race for a bowl of food on the other side of town by playing fetch cards and completing their goals.  If you are the only dog to do so, you get one paw closer to that delicious dogbowl.  Completing goals that have your specific dog on them means you get to go "Up Dog", which launches you even further!
